Pretoria, South Africa Driving without a license isn’t unheard of in Africa, despite the often devastating consequences. It’s illegal, so if you’re caught you’re screwed.In South Africa, however, it seems there are circumstances under which you can drive without a license - but you have to prove you are part of this frustrated but law-abiding group: "If it is impossible for a state to provide its citizens with licenses, the same state can't be punishing people”, says a magistrate.
